The Plenary unanimously approves the Cultural Heritage Management Plan for the 2024-2025 biennium

The Plenum of the Insular Council of Formentera has unanimously approved the Cultural Heritage Management Plan for the 2024-2025 biennium, which has been drawn up by the technical services of the Heritage area. According to the Minister of Heritage, Óscar Portas, "this is a basic document for planning the management of cultural heritage in the insular area".

The basic objectives of this plan are to approve those documents prescribed by current legislation when it comes to managing cultural heritage, to collaborate with other administrations to receive the necessary technical advice on cultural heritage and to establish priority actions for to facilitate the smooth internal functioning of the Heritage area.

Regarding the actions to be carried out, they highlight the preparation of the inventory of the intangible cultural heritage; phase II of the underwater archaeological map; the review of the catalog and inventory of Formentera's cultural heritage; the completion of the catalog of roads; the approval of the Special Protection Plan for the historic site of Ses Salines; the commissioning of the Special Protection Plan for the historic site of the Savina Penitentiary Colony or Camp; commission of the Special Protection Plan for the site of ethnological interest of the wharves and preparation of the catalog of traditional boats of Formentera.

Regarding the research section, the Cultural Heritage Management Plan for the 2024-2025 biennium provides for the documentation of intangible cultural heritage; the interdisciplinary study of the archaeological site from Monestir; the interdisciplinary study of the repopulation process of Formentera during the XNUMXth century; the archaeological study of immovable property with a high degree of deterioration and non-invasive archaeological interventions in already excavated sites.

As for measures to promote island heritage, the Plan highlights the call for the Council's research grant and aid for research in matters of cultural heritage.

In terms of protection, the control of actions on cultural heritage assets stands out; the authorization of archaeological interventions; the approval of reports and reports derived from archaeological interventions; the control of access to caves of archaeological interest; the installation of information on the most sensitive goods; establish legal protection tools; the declaration of different goods of cultural interest, cataloged goods and goods of intangible cultural interest.

In terms of conservation, restoration and acquisition, the two-year plan foresees evaluating the current state of the buildings that make up the BIC of Ses Salines; the approval of the rehabilitation and museography project of ca Ramón; the approval of the project for the restoration, consolidation and enhancement of the Camp; the drafting of consolidation and restoration projects for coastal towers; the cleaning and maintenance of archaeological sites; the enhancement of the Cap de Barbaria II site; the rehabilitation of Can Ramon; the restoration and enhancement of the camp; the restoration of the Telegraph house; the restoration of the chapel of Sa Tanca Vella and the enhancement of its surroundings; the acquisition of funds for the ethnographic collection of Formentera and for the image and sound archive; aid to preserve, restore and maintain cultural heritage assets; collaboration with owners of cultural heritage assets.

Regarding dissemination and training, the promotion of access to spaces and facilities such as Campament, the ethnographic collection of Formentera, the church and fossar Vell de Sant Francesc, the mill Vell de la Mola, the towers from Pi des Català, at the Mola lighthouse and in the archives of the Insular Council of Formentera.

In terms of dissemination, the electronic publication of preventive archaeological interventions is planned; the development of didactic material on the cultural heritage of Formentera; the publication of brochures on the cultural heritage of Formentera; the publication of research studies on Formentera; the publication of the magazine Formentera; the update of the Council's Cultural Heritage virtual area; the organization of exhibitions of archaeological materials of the MAEF and the signage of cultural heritage assets.

Regarding training, continuity will be given to the Joan Marí Cardona local studies days and the Formentera history course; courses and workshops for the recovery of traditional activities will be held; workshops on traditional techniques and materials in traditional architecture and raising awareness about cultural heritage in different groups and associations.

The plenary has in turn approved, also unanimously, the limitation of vehicle access to the estate of sa Tanca d'Allà Dins from May 15 to October 15, something that is done annually. It has also unanimously approved restricting access and parking in the areas of Caló des Mort and es Ram on these same dates.

The Plenary has given the green light, also unanimously, to a proposal for an agreement put forward by the Gent per Formentera Group to urge the Council of Formentera to comply with the Council's Organic Regulations and respond to the writings and requests for documentation for guarantee the transparency of the institution and respect the right of the opposition to carry out its work of control and supervision of the government.

It also urges the Council to convene the meetings of spokespersons legitimately requested by the opposition groups and to give digital access to the files on which the opposition requests information.

The president of the Council, Llorenç Córdoba, has justified the favorable vote of the Government team to this proposal and has acknowledged that he has already taken measures to try to clarify the leaks of information that are being carried out in recent times in certain media on matters in which the opposition groups had not yet been informed.

Another proposal that has gone ahead unanimously, in this case raised by Gent per Formentera and qualified by the Government team, urges the Insular Council to impose the corresponding penalties on the Prezero company, awarded the garbage contract, to possible breaches of the contract according to the applicable regulations. It also urges the institution to continue to follow up and guarantee compliance with the new waste contract and to follow up, and take part if necessary, in the negotiations between the company and the workers to avoid another strike in June , in this case indefinite, of the cleaning staff.

The proposal also urges Prezero to fulfill all the provisions of the collective agreement, including the payment of the salary increase planned for the year 2024 and following, signed with the company's workers.

Finally, the Council will urge the General Directorate of Labor to intervene in the labor conflict that originated the strike announcements by the workers of the Prezero company.

Another proposal that has obtained the unanimity of the Plenary has also been put forward by People for Formentera regarding urging the Council and the Balearic Government to enforce the regulation of s'Estany des Peix and to prevent the carrying out of economic activities in this enclave. It also asks the Council to request a report from the regional Ministry of Primary and Coastal Sector on the load capacity of S'Estany, as well as to determine whether it is a regulated anchorage based on this load capacity.

VERÓNICA CASTELLÓ PÉREZ, first vice-president and advisor for Mobility and Environmental Management

The Minister of Mobility and Environmental Management has highlighted the great work carried out by her ministries in these ten months that we have been in the legislature.

In relation to Formentera.eco, Castelló has revealed that the first thing that had to be dealt with in the Mobility area were two disputes related to the vehicle ceiling of the regulation of entry and circulation of vehicles in force in 2023, something which has also been repeated with respect to the ceiling put in place for 2024.

In total, 59.000 reservation requests were handled last summer, of which 10% were rejected for not completing the procedure or for not correcting the lack of documentation. A total of 2.200 sanction proposals were submitted.

With regard to taxis, the Council will update and modify the current taxi regulations, as it needs to be adapted to the amendment of law 1/2024 on the transport of the Balearic Islands.

BUS:

Faced with the large deficit that was being assumed by free public transport for all users and the warnings about the difficulty of being able to justify the state bonuses applied to the current tariff system, as of September 1, 2023, the bonuses were modified to users and these have continued to be applied until today and will continue to do so until December 31, 2024. Thanks to this, we must highlight the growth in 2023 of almost 100.000 users compared to 2022.

With the 2024 budgets, frequencies have been improved in the winter months, unifying the L1 and L2 lines into one. From tomorrow, Friday, the L1 line will be available again with frequencies every 45 minutes and the L2 with frequencies every hour, as well as the other lines that are activated with the start of the tourist season.

The main challenge of this legislature is the new concession for public transport, the terms and conditions of which are being drawn up.

GREEN ROUTES

A little over 170 signs that had spelling mistakes, were difficult to read or that had disappeared due to vandalism have been replaced. The aim is to study the current approach and extension of the green routes with the possibility of expanding and improving the network.

BLUE ZONE AND OTHER REGULATIONS:

First of all, the temporary occupation authorization of the port area was requested from the APB in order to be able to regulate the parking lots in this space. In addition, we are working on the required documentation to be able to draw up and sign an agreement with this administrative body.

In winter, even though it could only last 2 months, parking regulations have been suspended in the towns of Sant Francesc and Sant Ferran, the 15-minute spaces have been extended to 30 minutes and the resident ticket is 3 days all year round.

There is an item of European Funds that will be dedicated to the improvement and renovation of parking meters, road signs and the operating software of Formentera.eco.

ELECTRIC VEHICLE CHARGING POINTS:

A review of the agreement between the Council and the IBE has been carried out because the MELIB network membership had been signed but the maintenance part of the network of points had not been closed, which has finally been resolved. The lack of modems in many of the charging points has been detected, which makes connectivity in the network impossible and for this reason there are currently few connected points that are visible in the APP. There is an item of European Funds with which we want to renew and expand the network, also for motorbikes and bicycles, which is expected to end in 2024 with adequate and correct operation of all the points.

ENVIRONMENTAL MANAGEMENT AREA

WASTE

The most difficult challenge that the Council is facing on a daily basis since the beginning of the legislature is the implementation of the new waste contract. Today marks 1 month since the new contract for waste collection, road cleaning and gardening and management came into force definitively and Formentera has already faced a strike by Prezero workers due to the non-payment of the wage increase to the workers due to non-compliance the collective agreement of the company awarded the contract, which also wanted to make the Council directly responsible for this situation.

With this new contract, Formentera must count on the collection of the organic fraction thanks to the implementation of the 5th container, planned for the first semester of 2025 and which will be subsidized with European Funds.

A tender is also being prepared for new chemical baths for the beaches and some towns on the island.

ENERGY AREA

Solar panels have been installed in the CENF building and an extension to the installation of solar panels in the day center has been tendered. The implementation of the VPP4Islands project, which will put the energy communities into operation, is nearing completion and the energy certifications of the Council's buildings have been completed.

AIGUA

Formentera can continue to boast of being the area of ​​all the islands where the drinking water network has the least losses, with 90-92% effectiveness. Conversely, there are leaks that salinize the sanitation network that must be located.

FAUNA AND FLORA

The Ministry has taken the fight against the processionary plague very seriously. After two years without aerial fumigation, at the beginning of the legislature the Government was able to comply with the Council's request and in October of this year the aerial fumigation will be carried out. A bag removal and removal campaign was also hired. After 8 weeks of work more than 15.000 processionary bags were removed and 6.000 cartridges were distributed to hunters. We still don't know how many more bags have been removed with their help. For next winter these actions will be repeated and before that, in the summer, traps will be placed.
